About the Team

From mission critical systems that govern the movement of trains, digital information and payment systems across London, asset refurbishment or enhancement or customer movement, P&C plays a key role in delivering all aspects of Transport for London’s obligations and the Mayor of London’s Transport Strategy. It is our responsibility to plan, strategize, and procure every essential component that TfL needs to deliver to the millions of journeys that take place on our network each day. 

With responsibility for the significant £6bn+ spend that is needed to keep London moving, the commercial activity P&C drive, ensures we get the best return on investment and deliver outstanding long-term value.

The Roles

Fleet 

There are several Contract Manager positions in this fast paced and dynamic area, the roles will be responsible for managing a portfolio of high value, high profile and complex supply contracts that contribute to the £500m Central Line Improvement Project (CLIP). A great opportunity for a capable individual to support and lead in the management and successful delivery of the projects with the key aim to deliver those contracts to programme and budget whilst achieving value for money for our organisation.

Rail and Sponsored Services

This is a wonderful opportunity to join the Outsourced Operations team that owns the end-to-end sourcing and contract management processes for a broad portfolio including London Cable Car, Woolwich Ferry, London River Services, Bus Stops and Shelters and Micro-mobility (Santander Cycle-Hire Scheme, E-scooters). 

To succeed in these roles the job holder will need to collaborate effectively with procurement and delivery colleagues to identify best value opportunities. Where the roles require, will apply compliant and best practice procurement processes. From time to time the job holder may be required to manage 1 or 2 staff in support of the delivery of programme requirements.

Indirects

Join TfL's Indirect Procurement Team and immerse yourself in a dynamic environment where you will source a diverse array of goods and services across a number of indirect categories in TfL and the broader Greater London Authority: Marketing and Revenue Generation, People, Professional Services, Vehicles and Social Initiatives.

In the Marketing and Revenue Generation categories, you will lead innovative marketing initiatives, from revenue-generating advertising concessions to iconic events like the globally recognised London New Year's Eve fireworks and creative projects such as the recent rebranding of the London Overground.

In the People category, you will be responsible for procuring essential Learning & Development services, alongside HR services, occupational health, temporary staffing, and recruitment.

In the Professional Services category, you will procure significant contracts that will drive consultancy and technical expertise, from engineering to project management, legal to financial services – all high-spend categories that contribute to the success of TfL.

In the Vehicles and Social Initiatives categories, you will procure innovative solutions, from electric vehicles, charging infrastructure, and hydrogen buses to vehicle safety initiatives, all aimed at enhancing operational efficiency and driving sustainability. In the Social Initiatives team, you will manage dynamic social initiatives, including impactful projects like the Homelessness Initiatives project.

Key Accountabilities

The roles will be solely post-contract,

•    Prepare appropriate forms of contract to clarify the price and deliverables for the works or services, contract responsibilities, and the incentives, risk and obligations for each party; stipulate contractual remedies in the event of poor performance or breach of contract. .  •    Identifying, assessing and reducing potential risks to commercial agreements and supplier performance. • Manage cost analysis, benchmarking, estimating, and cost planning using construction and engineering industry market economics and understand their impact on cost and price. •    Management of construction, engineering, supply and service contracts. • Preparation of detailed analysis of variances and explanations and understanding of the concept of and ability to calculate earned value. •    Formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives. • Manage claims, mitigate, and advise on the defence of claims, including analysis of the various parties’ positions. • Chair performance meetings with suppliers, communicate performance data and agree on improvement plans.  Able to differentiate between issues that can be managed locally and those that need to be elevated for either information or resolution and action. •    Supporting the delivery of organisational and personal development programmes •    Liaising with third party funders and developers on externally funded projects and developments including development agreements, cost recovery and funding.

Skills, Knowledge & Experience

Skills:

•    Contract Management - Has an understanding of a range of different forms of contract, the components required to form a contract package, and the interrelationship between these elements.  Able to advise on appropriate forms to suit different procurement approaches. Understand the concept of risk allocation between the parties - (Essential) •    Strong negotiation skills - (Essential) •    Influencing skills - (Desirable) •    People management skills - (Desirable) •    Listening skills, tact and diplomacy, and the ability to manage stakeholders - (Essential) •    Stakeholder and supplier relationship skills - (Essential) •    Advanced level of numeracy and data analysis skills - (Essential) •    Communicate effectively, both orally and in writing, with people within and outside the organisation. Influence people across the organisation and outside - (Essential) •    Awareness of risk management methods and techniques for the assessment and management of project and business risk - (Essential)

Knowledge:

•    Able to produce estimates - (Desirable) •    Knowledge of JCT, ICE and NEC and forms of contract and ability to manage contract administration - (Essential – note, not needed for Indirect Team) •    Ability to plan and deliver cost management - (Desirable) •    Proven experience in managing complex customer and supplier relationships - (Desirable)

Experience:

• Extensive experience in how the various commercial activities interrelate and are applied to major work streams, projects and programmes. (Essential) •    Previous experience of working within the EU Regulations for public sector and utilities procurement (desirable) •    Experienced in the utilisation of specialist IT systems for the management of sourcing (desirable) •     Hold or be working towards membership of The Royal Institute of Chartered Surveyors (FRICS/MRICS) or equivalent professional qualifications - (Desirable)
